According to an earlier draft, broader openings had so far only been promised for regions with an incidence of seven days under 35 – that is, a maximum of 35 new corona infections per 100,000 inhabitants within a week: retailers there should limit the number of customers depending on the situation. number of customers. Sales space as well as museums, galleries, zoos and botanical gardens will be opened and contactless sports in small groups of up to ten people are allowed outside.

According to the updated design, there could now be limited gaps in regions where only the 100 character is undercut. In addition to appointment purchase offers, museums, galleries, zoos, and botanical gardens could then be opened “to pre-arranged visitors.” Likewise, “individual sports alone or in pairs and sports in groups of up to ten children up to 14 years outdoors” may also be allowed.

The next opening step – from open-air restaurants, theaters, concert and opera houses, cinemas to non-contact indoor sports and outdoor contact sports – could, according to the new design, occur with seven-day incidents of up to 100. If the incidence is lower than two weeks after the previous opening step 35, there should be no restrictions. In contrast, at an incidence of up to 100, daily negative corona tests should be a mandatory requirement for the respective guests and participants.

In addition, the updated version now provides for a fifth opening step: if the incidence remains stable below 35 two weeks after the previous easing, leisure events with up to 50 participants outdoors should be allowed, as well as indoor contact sports. Therefore, in regions with a stable incidence of up to 100, the retailer should be able to get offers to shop after the date, with a restriction on the number of customers depending on the sales area.

Under the new design, the planned “ emergency brake ” should also apply from the 100 mark: if the seven-day incidence in a region on three consecutive days again exceeds 100, the opening steps should be reversed, the paper said, i.e. be again current lockdown conditions apply.

The planned regulations for companies in the test strategy have been made harmless in the new version. There is no longer an obligation for companies to offer their employees present free quick tests. Instead, the federal government has a final meeting with the business community this week. The night before, Merkel had consulted prominent business associations on this subject, among other things.

According to this updated motion for a resolution, anyone who is not yet showing symptoms should also be able to take a minimum of one free rapid test per week, including a certificate of the test result. In an earlier concept it was left open whether one or two rapid tests should take place. The federal government must bear the costs.

The further opening of the schools is accompanied by rapid tests. According to this, federal states must ensure that “school and daycare staff and all students receive at least one free rapid test per week of attendance.” Here too, an earlier concept remained open as to whether one or two rapid tests should take place per week.
